What the document says
The Arizona Health Care Cost Containment System (AHCCCS), Arizona's Medicaid agency, issued a January 3, 2022 notice announcing a forthcoming streamlined provider registration application for Referring, Ordering, Prescribing, and Attending (ROPA) providers. Federal ROPA requirements mandate that any provider who refers AHCCCS members for items or services, orders non-physician services, prescribes medications, or attends and certifies medical necessity must register as an AHCCCS provider, even if that provider does not bill AHCCCS directly. The streamlined application is designed for providers who meet all three of the following criteria: they hold a National Provider Identifier (NPI) from the National Plan and Provider Enumeration System (NPPES); they are already fully enrolled in Medicare or another state's Medicaid program; and they do not intend to bill AHCCCS for services. AHCCCS expected the streamlined application to be available in late 2022. Following implementation, claims originating from an unregistered ROPA provider will not be reimbursed. Certain providers, including residents and interns, are exempt from the ROPA registration requirement; AHCCCS maintains and regularly updates a list of exempted provider types on its ROPA web page. Historically, referring, ordering, prescribing, and attending providers were required to obtain and maintain an NPI but were not required to separately register as AHCCCS providers. This initiative extends the registration obligation to that previously unregistered population of non-billing providers.
What this may mean
Applies to all non-billing Arizona Medicaid providers who refer, order, prescribe, or attend and certify for AHCCCS members, including out-of-state providers already enrolled in Medicare or another state Medicaid program. Claims tied to unregistered ROPA providers are subject to non-reimbursement after the application goes live. Puts provider enrollment compliance programs for physician groups, hospitals, and multistate health systems at issue with respect to Arizona Medicaid participation.
