Score 65PRIMARYregulatoryState legislature

Summary

California AB 2499 was chaptered as Chapter 945, Statutes of 2026, on September 30, 2026, after being approved by the Governor. The enacted law requires health care service plans and health insurers to accept electronic medical records and supporting documentation through standard electronic submission methods beginning May 26, 2028, and prohibits denial, pending, or delay of a claim solely because a plan's or insurer's systems cannot receive compliant documentation. Willful violation by a health care service plan is a crime under the Knox-Keene Health Care Service Plan Act of 1975.

What this may mean

With chaptering complete, the May 26, 2028 compliance deadline is now fixed for all California-licensed health care service plans and health insurers. Plans that deny or delay claims due to system inability to accept electronic attachments will be in violation of California law after that date, with criminal exposure for willful violations by Knox-Keene licensees. Any subsequently adopted state or federal standard on file size or capacity requirements for electronic submissions will govern the technical specifications.
