Attorney General Griffin Announces Arrest Of Greenbrier Man For Abuse Of Vulnerable Person
What the document says
On October 24, 2026, Brad Ellison, 43, of Greenbrier, Arkansas, was arrested on one count of Abuse of a Vulnerable Person, a Class D felony under Arkansas law. Ellison was employed as a staff member at the Conway Human Development Center, a state-operated facility serving individuals with developmental disabilities. The arrest stems from an incident in which Ellison allegedly choked a minor victim who was already restrained. The victim sustained bruising to the chest, scratches on the ear, and redness to the neck. Ellison was located with assistance from the Conway Police Department and taken into custody by the Greenbrier Police Department. The investigation was conducted by Special Agent Laura Glover of the Arkansas Medicaid Fraud Control Unit (MFCU), with MFCU Assistant Attorney General Corinne Kwapis. The Prosecuting Attorney for the Twentieth District, Carol Crews, will handle the case going forward. The Arkansas MFCU receives 75% of its funding from the U.S. Department of Health and Human Services under a grant totaling $4,956,144 for Federal fiscal year 2027, of which $3,717,108 is federally funded. The remaining 25%, totaling $1,239,036 for State Fiscal Year 2027, is funded by Arkansas General Revenue.
What this may mean
Applies to direct-care staff and facilities serving vulnerable populations, including state-operated developmental disability centers, where MFCU jurisdiction extends to resident abuse by employees. Puts individual staff members at facilities receiving Medicaid funding at exposure for state criminal prosecution under the Arkansas abuse-of-a-vulnerable-person statute.
