Summary

Oregon HB 4083 was signed into law on March 5, 2026, and takes effect June 5, 2026, as Chapter 16 of the 2026 Oregon Laws. The law requires the Oregon Health Authority to adopt a uniform behavioral health provider credentialing process and select an existing electronic credentialing system by June 30, 2027, and bars coordinated care organizations from imposing additional credentialing requirements beyond that system. It also expands supervision authority, allowing certain licensed behavioral health care providers to supervise providers holding different license types, and requires the authority to report biennially on administrative burden reduction for providers serving Medicaid recipients.

What this may mean

Oregon coordinated care organizations must transition to the state-selected electronic credentialing system by July 1, 2027, and are prohibited from imposing credentialing requirements beyond that system on behavioral health providers. Behavioral health organizations serving Oregon Medicaid enrollees face a restructured credentialing environment that limits payor-side credentialing add-ons. The cross-license supervision provision expands the range of licensed behavioral health care providers who may lawfully supervise others, affecting workforce deployment and licensure compliance in BH/SUD treatment settings.
