What the document says

The Oklahoma Attorney General's office issued a supervisory board letter on November 2, 2026, responding to the Oklahoma Board of Chiropractic Examiners' request for an opinion on a proposed summary suspension. The subject is James Warren, D.C., holder of Chiropractic License No. 3444, in connection with Complaint No. 029-2026 filed by a daughter on behalf of her elderly mother. The complaint alleges that Warren convinced the patient to undergo an unlicensed UV light blood treatment purported to cure stage 4 terminal cancer, involving removal of the patient's blood, UV irradiation, and reinjection. Warren allegedly told the patient he could not advertise the treatment because "the FDA won't approve effective cancer treatments." He housed the patient in a guest room constructed at his home for the procedure and collected over $13,000.00 from her, also persuading her to cash out her life insurance policy to fund the treatment. The patient had received an MRI the day before beginning treatment that revealed new cancer growth in her brain, with the treating hospital recommending immediate care. The patient delayed that hospital care to undergo Warren's treatment. Within 72 hours of leaving Warren's home, the patient was admitted to the emergency room requiring her lung to be drained. The Board reviewed an Advisory Committee report at a special meeting on October 2, 2026, and proposed a summary suspension of Warren's license pending a full hearing. The authority for summary suspension rests on a Board finding that public health, safety, or welfare imperatively requires emergency action under OAC 140-3-3-6 and 75 O.S.2021, § 314.1. The alleged conduct is cited as violating 59 O.S.2021, § 161.12(B)(7) and OAC 140:15-7-5(6) and (8). The Attorney General concluded the Board has adequate support for the conclusion that the proposed action advances Oklahoma's policy to protect public health, safety, and welfare.
