Summary

Oregon HB 4083 was signed into law on March 5, 2026, and takes effect June 5, 2026, as Chapter 16 of the 2026 Oregon Laws. The law requires the Oregon Health Authority to adopt, by June 30, 2027, a uniform credentialing process for behavioral health providers and to select an existing electronic credentialing system. CCOs are prohibited from imposing any credentialing requirements on behavioral health providers beyond that uniform process, and must begin using the selected electronic system by July 1, 2027. The Authority must minimize administrative burden for individual and organizational behavioral health providers serving Medicaid recipients and report biennially to the Governor and Legislative Assembly.

What this may mean

CCOs in Oregon are prohibited from applying supplemental credentialing requirements to behavioral health providers effective upon implementation, eliminating a source of enrollment delays and administrative variation across plans. Behavioral health providers serving Oregon Medicaid must transition to the Authority-selected electronic credentialing system by July 1, 2027, replacing any plan-specific credentialing workflows. The Oregon Health Authority faces a June 30, 2027 statutory deadline to select the electronic system and finalize the uniform process.
