Score 68PRIMARYregulatoryState legislature

Summary

California SB 950 was signed into law on September 27, 2026, and chaptered as Chapter 662, Statutes of 2026. The law requires health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2027, to cover all medically necessary FDA-approved treatments and medications for Alzheimer's disease or other medical conditions affecting memory, as determined by a health care provider. Health plans and insurers are prohibited from imposing step therapy protocols as a prerequisite to authorizing that coverage, with limited exceptions. Willful violations by health care service plans constitute a crime under the Knox-Keene Act.

What this may mean

California-regulated health plans and insurers must provide coverage for all medically necessary FDA-approved Alzheimer's disease and memory-related condition treatments and medications without step therapy requirements for contracts effective on or after January 1, 2027. The prohibition covers utilization management protocols that delay access to FDA-approved therapies, including newer anti-amyloid treatments, and applies to both Knox-Keene plans and Department of Insurance carriers. Willful noncompliance by health care service plans carries criminal exposure.
