Summary

California AB 1770 (Lindalee's Law), chaptered September 27, 2026 as Chapter 545, Statutes of 2026, amends the Knox-Keene Health Care Service Plan Act to assign the California Attorney General oversight responsibility for health care service plan compliance with existing binding-arbitration provisions. The Attorney General is authorized to require plans to submit compliance reports and must notify the Department of Managed Health Care director of any corrective action taken.

What this may mean

California-licensed health care service plans operating under Knox-Keene are now subject to a second regulator, the Attorney General, in addition to the Department of Managed Health Care, specifically on arbitration-clause compliance. Plans face a new reporting obligation when the AG demands compliance information, and any corrective action triggers formal notice to DMHC, increasing coordination and potential dual-track enforcement exposure around arbitration provisions in plan contracts.
