Summary

Ohio Medicaid reported that OhioRISE, its specialized managed care program for children with complex behavioral and mental health needs, enrolled 37,748 children as of August 2024, up from 5,500 at launch two years prior. The program, managed through Aetna Better Health of Ohio and 18 regional Care Management Entities, covers Medicaid behavioral health and SUD services plus additional services including mobile response, in-home family treatment, psychiatric residential treatment, and flexible support funds. ODM announced $10 million in IHBT expansion and the launch of two in-state psychiatric residential treatment facilities as part of the two-year update.

What this may mean

OhioRISE's expansion to 37,748 enrolled youth, served by 800 new care coordinators and nearly 4,000 eligibility assessors across all 88 Ohio counties, represents a significant growth in Medicaid-funded behavioral health managed care infrastructure for children. New service categories added since launch, including Mobile Response and Stabilization Services now available in 45 counties and two in-state psychiatric residential treatment facilities, create new Medicaid billing and credentialing pathways for Ohio BH/SUD providers. The program's continued reliance on Aetna Better Health as the single managed care entity means provider contract and credentialing disputes flow through that relationship.
