What the document says

Oregon Health Authority (OHA) filed permanent administrative order DMAP 46-2026 on October 26, 2026, amending Oregon Administrative Rules (OARs) 410-120-2000 through 410-120-2030 governing Health Related Social Needs (HRSN) Services under the Oregon Health Plan (OHP). The amendments took effect on the filing date. The rules govern the administration and delivery of HRSN Services by Coordinated Care Organizations (CCOs) and the Authority, covering nutrition-related supports (Medically Tailored Meals, Pantry Stocking, Fruit and Vegetable Benefit, Nutrition Education) and housing-related supports (Rent and Utility Financial Assistance, Home Changes for Safety, Home Changes for Health). OAR 410-120-2000 was amended to update conflict-of-interest protections. A CCO or the Authority is prohibited from delivering any HRSN Service it has itself authorized unless it is the only willing and qualified organization capable of providing the service within required timelines. CCOs must document their conflict-of-interest protections, subject to OHA approval, and retain records available to OHA, the Oregon Secretary of State, and HHS including CMS, for audit or other review. OAR 410-120-2005 was amended to clarify that forward utility payments may be paid nonconsecutively; to update the Pantry Stocking and Fruit and Vegetable Benefit to 24 weeks over a 6-month period offered at the individual level; to add language clarifying Rent and Utility Financial Assistance Clinical Risk Factors; to address transfer of remaining Rent and Utility Financial Assistance benefit months to another eligible household member; and to specify that the Rent and Utility Financial Assistance benefit cannot be authorized beyond September 30, 2027. OAR 410-120-2010 was amended to clarify that renters need landlord written consent for home modification services in all cases, but landlord written consent for home remediations is required only when the lease or rental agreement mandates such approval. If the lease does not require landlord approval for remediations, the Member submits proof of residency instead. OAR 410-120-2015 was amended to extend the service authorization screening timeframe from 7 to 14 days and to clarify Self-Attestation procedures and documentation standards for Rent and Utility Financial Assistance, including the rule that Domestic Violence as a clinical risk factor may be self-attested without supporting documentation.

What this may mean

Applies to Oregon CCOs and OHA administering OHP Plus HRSN benefits effective October 26, 2026. Puts at issue CCO conflict-of-interest documentation obligations, the September 30, 2027 hard authorization deadline for Rent and Utility Financial Assistance, revised landlord-consent requirements for home remediations, and the extended 14-day screening window for all HRSN service requests.
