WSR 26-11-001: Health Care Coverage - Program Benefit Packages - Scope of Service Categories

Score 51PRIMARYregulatoryState MedicaidWA

Summary

Washington State Health Care Authority adopted a permanent rule amending WAC 182-501-0060, effective 31 days after the May 7, 2026 adoption date, to correct the scope-of-coverage table for Washington Apple Health benefit packages. The corrections change coverage designations for several service categories, including removing ICF/IID services from the Medical Care Services program, adding personal care services and outpatient rehabilitation to the Medically Needy 21-and-older column, and limiting personal care services under MCS to adult family home or assisted living facility settings only.

What this may mean

Clients enrolled in the Medical Care Services program lose ICF/IID coverage under this correction, while MN-21-and-older clients gain outpatient rehabilitation and personal care services as covered benefits subject to program limitations. Personal care services under the MCS program are now explicitly restricted to adult family home and assisted living facility settings. These corrections bring the coverage table into alignment with existing program rules and policies.
