HI SB 1069: RELATING TO CANNABIS.

Score 60PRIMARYregulatoryState legislatureHI

Summary

Hawaii SB 1069 would repeal the requirement that a provider-patient relationship for medical cannabis certification be established through an in-person encounter, effectively authorizing telehealth-based medical cannabis certifications. The bill also allows applicants or primary caregivers to make temporary medical cannabis purchases after submitting the certification form, before final approval. The bill has been carried over to the 2026 Regular Session.

What this may mean

If enacted, the bill removes a key in-person requirement for Hawaii medical cannabis certifications, expanding the scope of telehealth-based prescribing or recommending activity for cannabis providers in the state. The temporary purchase authorization creates a pre-approval dispensary access pathway that does not currently exist under Hawaii law.
