New Jersey Calls on CMS to Simplify Medicaid Community Engagement Requirements to Protect Health Coverage
Summary
The New Jersey Department of Human Services submitted formal comments to CMS on the interim final rule implementing Medicaid community engagement (work) requirements enacted under H.R. 1, signed by President Trump in July 2025. The comments urge CMS to eliminate documentation burdens for individuals with serious medical conditions, mental illness, or SUD; to permit greater reliance on self-attestation; and to provide additional implementation time for states to update eligibility systems. New Jersey simultaneously notes that its Attorney General is co-leading a 24-state coalition lawsuit challenging the interim final rule. The community engagement requirements are set to apply to approximately 540,000 Medicaid expansion adults beginning January 1.
