September Town Hall FAQ
What the document says
Alaska Medicaid held a provider town hall on September 16, 2026, addressing operational questions across enrollment, travel, claims, and general program administration. On enrollment, the Division directed providers to submit license updates and change requests to ak-enrollment@gainwelltechnologies.com, using a subject line formatted as PID followed by the provider's AK Medicaid Provider ID with no spaces. Status inquiries are to be directed to a separate address, ak-eps@gainwelltechnologies.com. The Division acknowledged that affiliation requests are taking longer than posted timeframes and attributed delays to dependencies between individual provider records and MMIS system data, stating a goal of reducing avoidable outreach and rework. On claims, the Division addressed an increase in behavioral health claim denials citing documentation not supporting level of care, lack of medical necessity, or missing documentation. The Division directed those questions to the Division of Behavioral Health at doh.dbh.mpassunit@alaska.gov. For secondary billing via EDI, the Division confirmed that providers may use the Document Submission Module to submit primary EOB documentation when a claim suspends, and identified EOB codes 6430, 6061, and in some circumstances 6280 as the codes that will appear on suspended claims. Regarding secondary claims and prior authorizations, the Division stated that if a primary payer has approved charges, including applying any amount to deductible or co-insurance, a Comagine authorization is not required for the secondary Medicaid claim. For Tribal and IHS-funded organizations whose behavioral health programs are enrolled as CBHCs with individually enrolled Provider Type 131 BHAs rendering 1115 waiver services, the Division directed TPL exemption questions and specific denial code issues to DBH with the TCN included. On travel, the Division addressed the transition from CTM to the new State Travel Office and ITS. Existing vouchers may be used until supply is exhausted, with stickers added for ITS information on older forms. Approved prior authorizations carry over through the transition; only the entity booking flights and ferry trips changes. Travel processing times are expected to remain consistent. ITS information stickers are formatted for Avery 5979 label sheets.
What this may mean
Applies to Alaska Medicaid-enrolled providers across behavioral health, Tribal and IHS-funded organizations, and all provider types submitting secondary claims or travel requests. Puts Comagine authorization requirements for secondary Medicaid claims at issue when primary payer approval is documented. Tribal CBHC and Provider Type 131 BHA enrollment and 1115 waiver billing practices are subject to DBH review upon submission of TCNs with denial codes.
