What the document says

The Kentucky Department for Medicaid Services (DMS), under Commissioner Lisa Lee, issued Transmittal 25-0009 on November 24, 2025, announcing its intent to submit State Plan Amendment (SPA) 25-0009 to CMS. The amendment updates Kentucky's Alternative Benefit Plan (ABP), which covers Medicaid expansion enrollees ages 19 through 64 with income at or below 133% of the Federal Poverty Level under the Affordable Care Act. SPA 25-0009 incorporates the changes made under SPA KY 24-0018, which updates the Medicaid State Plan to provide screening and diagnostic services and targeted case management for eligible juveniles. These updates are required to comply with Section 5121 of the Consolidated Appropriations Act (CAA) of 2023, which governs pre-release services for incarcerated individuals. The pre-release services covered by SPA KY 24-0018 are available to juveniles under 21 years of age and former foster care youth ages 18 through 26 who are covered under the state plan as described in section 1902(a)(10)(A) of the Social Security Act. The fiscal impact of these changes is stated as $1,513,440 for 2025 and $2,017,920 for 2026. DMS is soliciting public comments on the proposed ABP amendment. Written comments may be submitted by email to medicaidrates@ky.gov, in person at a local Department for Community Based Services office, or by mail to the Commissioner's Office at 275 East Main Street, Frankfort, KY 40601.
