Score 75PRIMARYregulatoryState legislature

Summary

Oregon Governor signed SB 1570 into law on March 31, 2026, with an effective date of June 5, 2026. The law requires hospitals and FQHCs to treat citizenship and immigration status information as PHI and prohibits disclosure of that information to law enforcement absent a court order, state or federal legal requirement. Hospitals must adopt written policies on law enforcement access and designate non-public areas. Retaliation against employees who distribute immigration-rights materials is made an unlawful employment practice enforceable through the Bureau of Labor and Industries.

What this may mean

Oregon hospitals and FQHCs face new mandatory policy and procedure requirements governing law enforcement access, effective June 5, 2026. Disclosure of patient citizenship or immigration status to law enforcement without a court order or explicit legal mandate creates unlawful employment practice liability for retaliating against employees who distribute immigration-rights information. Facilities must also physically designate restricted areas, creating documentation and staff-training obligations.
