Summary

The Oregon Health Policy Board published a draft 2027 evaluation of state health care provider incentive programs, prepared by the WWAMI Rural Health Research Center and the University of Washington Center for Health Workforce Studies. The evaluation covers loan repayment, loan forgiveness, scholarships, career pathways, fee waivers, and insurance subsidies targeting rural and behavioral health workforce shortages. Data show that 86 percent of Behavioral Health Loan Repayment Program recipients deliver some care via telehealth, and retention rates at one and three years post-service remain above 70 percent in Oregon. The report is required by Oregon HB 3261 (2017) and is due to the legislature in January 2027.

What this may mean

The evaluation covers programs that disbursed awards to 448 loan repayment recipients, 117 loan forgiveness recipients, and over 5,000 insurance subsidy and tax credit recipients in Oregon. It does not impose new obligations or change payment rules but informs the legislature's future funding decisions for behavioral health and rural workforce incentive programs. Behavioral health providers and FQHCs operating in Oregon's rural and underserved areas are the primary population affected by the programs evaluated.
