IN SB 220: Health care shopping and decision support program.

Score 60PRIMARYregulatoryState legislatureIN

What the document says

Indiana SB 220 requires health carriers, beginning January 1, 2028, to implement a shopping and decision support program and to provide incentives to covered individuals in a health plan who elect to receive a comparable health care service from a network provider that is paid less than the average allowed amount paid by the health carrier to network providers for that comparable health care service.

Beginning December 1, 2027, the bill requires health carriers to make available an interactive member portal enabling covered individuals to request and obtain certain information. The bill allows a health carrier to satisfy this requirement by making the information available through a toll-free telephone number as an alternative to the interactive portal.

The bill sets forth reporting requirements for both health carriers and the Indiana Department of Insurance (IDOI) concerning incentive payments made to covered individuals. The bill was referred to the Committee on Insurance on first reading and has not yet advanced further in the legislative process.

What this may mean

Health carriers operating in Indiana, including those administering fully insured group health plans, could require operational and systems changes to implement the shopping and decision support program and the interactive member portal by the statutory deadlines. Compliance teams at carriers and third-party administrators worth considering whether existing member-facing technology and incentive payment tracking infrastructure meets the reporting requirements directed at both carriers and IDOI.
